  China Rehabilitation Science Institute (CRSI) is a public institution under the direct leadership of China Disabled Persons' Federation (CDPF). In 1995, with the approval from the State Commission Office of Public Sectors Reform (SCOPSR), three research institutes and the national Social Service Guidance Center separated from China Rehabilitation Research Center (CRRC) and were designated to form CRSI which includes 159 authorized strength. At present, its main responsibilities include rehabilitation scientific research, rehabilitation talent training, national rehabilitation service guidance, basic research and development, clinical transformation, policy research and so on. It is the only national research institute of rehabilitation science integrating rehabilitation medicine, engineering, information, disability prevention and control, and social service guidance in China. It is the scientific research center, technical resource center and guidance center of rehabilitation in China.

  Since its establishment, CRSI has been developed and operated in coordination with CRRC, forming a governance model of "one party committee, two legal persons, three functional sectors, four branches and five decision-making systems of leadership". CRSI has adhered to the principle of combining basic research and clinical rehabilitation, and paying equal attention to innovation and transformation. It has undertaken 1328 various scientific research tasks, with its research grants amounting for 135 million yuan. In addition, it participated in the formulation of relevant national rehabilitation policy and planning of national programs led by relevant government authorities. CRSI explored to establish rehabilitation standard system suitable to China's national conditions. It also endeavored to assist CDPF in building 3049 province, city and county level rehabilitation institutions. Over the years, it has trained hundreds of thousands of professionals and technical personnel for primary level organizations, making great contributions to promote research and development, popularization of rehabilitation technology in China and to steadily improve the level of China's rehabilitation technology.

  In the future, CRSI will endeavor to make breakthroughs in key common rehabilitation technologies, leading-edge technology, modern rehabilitation engineering technology and rehabilitation technology innovation. As the first multidisciplinary and multi-professional comprehensive scientific research institution in the field of rehabilitation in China, it will strive to become a leader and the center for national scientific research and collaboration, an important base for national rehabilitation technology innovation, an international rehabilitation technology research and development center, and high-level training base for rehabilitation professionals. CRSI, under the leadership of CRRC Party Committee, will continue to follow the direction of Xi Jinping Thought on Socialism with Chinese Characteristics for a New-Era. CRSI will “stay true to its founding mission", and implement "develop the cause related to persons with disabilities and strengthen rehabilitation services for persons with disabilities" put forward during the 19th CPC national congress. It will strive to fulfill the tasks and goals proposed by the Seventh National Congress of CDPF, contributing to the development of the cause for rehabilitation of persons with disabilities nationwide, and make concerted efforts to achieve the "Healthy China" strategy and to build a well-off society in an all-round way!

  I. CDPF Social Service Guidance Center

  Under the leadership of the Party Committee of CRRC and CRSI and the business guidance of the Rehabilitation Department of CDPF, CDPF Social Service Guidance Center is responsible for organization and implementation, daily business management, technical guidance and personnel training of specific rehabilitation plans for persons with disability matching the Outline for the development of China's disabled undertakings. In addition, it undertakes business guidance for the construction and development of provincial rehabilitation centers, and specific organization and implementation of related international cooperation projects.

  At the same time, it is the window and bridge for CRRC and CRSI to guide and contact with national disability rehabilitation workforce at the primary level, and is crucial for CRRC and CRSI to give full play to their role as the national resource center for rehabilitation technology. It conducts academic research and exchanges, provides rehabilitation consultation, and organizes experts on disability prevention and rehabilitation knowledge to write public reading materials and rehabilitation training guidance materials. Meanwhile, it undertakes primary-level rehabilitation technical guidance and personnel training tasks, aiming to further promote rehabilitation service in the community and serve the family.

  In recent years, under the guidance of higher-level departments, it took measures to build standard system for rehabilitation of the disabled, and participated in the formulation of relevant standards and regulations in the field of rehabilitation for the disabled including mental and physical rehabilitation. In the future, the Social Service Guidance Center will continue to push forward standardization construction. By formulating standard specifications, conducting assessments, and providing guidance in the field of disability rehabilitation, it will work to provide more urgently needed and effective guidance and services for the development of disability rehabilitation at the primary-level, and to make sure rehabilitation service can develop towards a standard, scientific and effective direction, and to assist in the implementation of regulations such as the Regulations on the Prevention and Rehabilitation of Disabled Persons, the Opinions of the State Council on Establishing a Rehabilitation Assistance System for Disabled Children, and the Action for Health in China (2019-2030).

  II. Rehabilitation Medicine Institute

  The Rehabilitation Medicine Institute is one of the earliest rehabilitation medical research institutes and one of the earliest institutions conducting basic medical research on rehabilitation in China. By closely focusing on key issues related to disability rehabilitation and clinical medicine, it gives full play to the characteristics of the institute, and uses basic theories and technologies such as medicine, biology, and materials science to conduct basic research and clinical applied research.

  The main research directions of the Rehabilitation Medicine Institute include rehabilitation of brain injury and plasticity of the brain, regeneration and rehabilitation of spinal cord injury, complications of nerve injury, and development of medical polymer materials. The institute features a trans-profession and clinical application-focused platform and high-quality scientific research, which are expected to lead innovation and breakthroughs in the field of rehabilitation medicine.

  The Rehabilitation Medicine Institute is equipped with advanced large-scale scientific research equipment and a sound scientific research platform, which enable it to provide scientific research support and guarantee for the Beijing Key Laboratory of Neurological Injury and Rehabilitation, the Institute of Neurological Injury and Repair of the Beijing Academy of Brain Diseases, and the Neuroscience Research and Discovery Center.

  III. Rehabilitation Engineering Institute

  The Rehabilitation Engineering Institute is the first scientific research organization in China that engaged in the research, development, production and sales of special supplies, rehabilitation training equipment, prosthetics, wheelchairs and walkers for the disabled. It adheres to the scientific research model of “combining engineering with medicine”, and its research and development work aims to accurately dock with clinical applications. At the same time, it undertakes the teaching tasks of rehabilitation engineering related courses for the undergraduate and master of the School of Rehabilitation Medicine, Capital Medical University. The Rehabilitation Engineering Institute is the training site for master of rehabilitation engineering and has been jointly training undergraduate students of prosthetic orthopedic engineering with Capital Medical University. The prosthetic and orthotics education programme has obtained Class I Accreditation from International Society for Prosthetics and Othotics. The Rehabilitation Engineering Institute is one of the few high-level, international rehabilitation engineering education programme in China.

  The Rehabilitation Engineering Institute consists of professors, associate professors, senior engineers, engineers, senior technicians, technicians and other professionals, most of whom have received long-term training in Canada, Japan and the United States and have high professional qualities and strong scientific research capabilities. It is equipped with full gait analysis system, silicone/carbon fiber and other new material production equipment, FDM plantar pressure analysis system, insole-type plantar pressure analysis system, receiving cavity/residual limb interface pressure test system, myoelectric hand tester, sports analysis system, energy consumption test system, 3D printing and other equipment, providing a solid guarantee for scientific research.

  IV. Rehabilitation Information Institute

  The Rehabilitation Information Institute is a Class I national public welfare research institution engaged in disability and rehabilitation policies and standards research, rehabilitation scientific research, rehabilitation information and rehabilitation information management. It is designated by the World Health Organization as WHO Collaborating Center on International Classification of Functions, Disability and Health (WHO-FIC) in China . It is constituted by the International Function, Disability and Health Classification (ICF) Research and Knowledge Application Platform, International Research Center for Disability and Rehabilitation Policy, Standards and Development, China Disability and Rehabilitation Book and Documentation Center, China Disability and Rehabilitation Education Data Research Center, China Disability and Rehabilitation Education Data Research Center, Distance Rehabilitation Education Platform, Distance Rehabilitation Medical Platform, and Editorial Office for Chinese Journal of Rehabilitation Theory and Practice.

  1 ICF Research and Knowledge Application Platform

  As the WHO Collaborating Center on International Classification of Functions, Disability and Health (ICF) in China, it assumes responsibility in translating, updating, maintaining, promoting and providing training in relation to ICF. Built by the Rehabilitation Information Institute, ICF Research and Knowledge Application Platform in Chinese has promoted the application of ICF to the related fields of disability survey and statistics, clinical treatment and rehabilitation, rehabilitation management, and disability and rehabilitation policy research, and has achieved a number of international research results.

  2 International Research Center for Disability and Rehabilitation Policy, Standards and Development

  The Rehabilitation Information Institute is a participant for the enactment of multiple global documents, including the "The World Report on Disability", ICF and the "The Global Disability Action Plan" promulgated by the World Health Organization, WHO "Rehabilitation in Health Service System" and other major international rehabilitation policies and the United Nations "Sustainable Development Goal 2030" (SDG 2030). It carries out research on disability and rehabilitation policies, legal systems, standards and development, governance and statistics on the theme of disability and rehabilitation. The institute mainly involves sociology, psychology, law, disability policy and research, ICF theory and method and its application, rehabilitation theory and method, rehabilitation consulting, rehabilitation psychology, social rehabilitation and community-based rehabilitation and other disciplines and professional fields, meanwhile, it carries out researches on the development of precision rehabilitation services for people with disabilities and rehabilitation services based on the Internet +, and provide technical support.

  3 China Disability and Rehabilitation Book and Documentation Center

  The China Disability and Rehabilitation Book and Documentation Center contains a large amount of scientific and technical literature and information on rehabilitation and disability in both Chinese and foreign languages, and is the national rehabilitation documentation and information center. There are now 10369 Chinese books, 4125 foreign books, 6268 back issues. It subscribes to 385 Chinese journals, 60 English journals, and 12 Japanese journals.

  4 China Disability and Rehabilitation Education Data Research Center

  The Rehabilitation Information Institute established the first high-definition remote disability and rehabilitation education network platform in the China Disabled Persons Federation system, which realized the functions of remote rehabilitation teaching and remote rehabilitation medical treatment, and provided information research and service support for the development of disability and rehabilitation research and education.

  5 Editorial Office for Chinese Journal of Rehabilitation Theory and Practice

  Chinese Journal of Rehabilitation Theory and Practice is a journal edited and published by its editorial office on a monthly basis. It is a national academic journal of rehabilitation medicine sponsored by the Chinese Association for Rehabilitation of the Disabled, the Chinese Medical Doctor Association and the Chinese Rehabilitation Research Center. It has been included in the Western Pacific Region Medical Index (WPRIM), "Journal of Chinese Science and Technology Papers of the Ministry of Science and Technology", "China Science and Technology Core Journals", "China Academic Journals Comprehensive Evaluation Database Statistical Sources Journal", and was selected as the "3rd Chinese Excellent Science and Technology Journal" which is also known as the source journal of the "Top Chinese Academic Journal Platform (F5000)" project. It mainly reports on new theories, new methods, new technologies, new developments and developments in the field of rehabilitation medicine in China for readers in the fields of rehabilitation, scientific research, clinical and teaching at home and abroad.

  V. China Disabled Persons' Disability Prevention and Control Research Center

  In 2012, in order to earnestly implement the important instructions from the China’s leadership on strengthening the prevention of disability and Comrade Deng Pufang’s important instructions, to further promote the in-depth development of disability prevention and control, after the careful consideration and discussion by the Chinese Disabled Persons’ Party Group, China Rehabilitation Science Institute was designated as the Disability Prevention and Control Research Center of China Disabled Persons' Federation. As the mainstay of the China Disabled Persons’ Federation to carry out research on the prevention and control of disability, the Disability Prevention and Control Research Center actively carries out investigations and monitoring of disabled persons, and has established close cooperative relations with relevant national ministries and commissions, many well-known domestic universities and scientific research institutions. It has also reserved a certain amount of experts and talents, and produced a batch of high-level research results, and promoted the formulation of the State Council's "Disability Prevention and Rehabilitation Regulations" and the first "National Disability Prevention Action Plan”. Its positive results promote the steady progress of the national disability prevention pilot work and has made tremendous contributions to the development of the cause of disability prevention and control in line with China ’s national conditions.
